Colchester’s City Centre Master Plan sets out an ambitious vision for regeneration to deliver transformative projects that offer a once-in-a-lifetime opportunity to develop our historic city.
1. Objective
To set the strategy for developing and delivering the Colchester City Centre Masterplan and associated regeneration.
2. Purpose
The Team Colchester Board is responsible for setting the strategy and direction and monitoring the progress of the overall programme.
Board responsibilities are to:
- Develop and ensure the delivery of a Master Plan for Colchester
- Ensure delivery meets the objectives of the Levelling Up Fund and Town Deal and other funding streams and takes account of other regeneration programmes and opportunities.
- Ensure effective working relationships with other complementary forums
including One Colchester and We Are Colchester. - Oversee an effective engagement and communication framework
Support extensive community consultation and engagement with stakeholders such as businesses, residents, and specialist groups. - Monitor and evaluate outcomes based delivery of the overall programme.
3. Roles, Duties & Responsibilities
The Team Colchester Board has been convened by Colchester City Council and Essex County Council, and is led by the Chair, the Leader of Colchester City Council. It is responsible for overseeing the delivery of the Master Plan and related regeneration projects and programmes as may be agreed.
Membership of the Board will be made up of a Chair, Vice-Chair, and other members, appointed by agreement of the administrations of both councils. With other members of the Board, appointed by the Chair on advice from Officers of both councils.
Together with any partners they may engage and define roles and responsibilities for, the Board will work in the best and long-term interests of the businesses and residents of the City of Colchester, consistent with the vision set out in the Master Plan as it may be amended.
All Board Members must be committed to the ‘Seven Principles of Public Life,’ regardless of personal or sectoral background.
Voting and signatory rights are in accordance with existing governance arrangements for each council.
4. Check and Challenge
The Board will periodically report to the Cabinets of both local authorities, welcoming Scrutiny and Section 151 Officer review as may be required and engaging as needed with the Business Improvement District and other partners and interest groups.
5. Secretariat / Support
The Board is supported by Colchester City Council’s Programme Management Office (PMO) and Lead Officers of the councils.
6. Frequency of meetings and reporting arrangements
Board meetings will take place at least every six (6) weeks; frequency being reviewed on a regular basis to meet the requirements of Masterplan and other activities.
Notes, actions and agreements of the meetings of Team Colchester will be published following prevailing requirements.
7. Approval of Terms of Reference
These Terms of Reference are approved by the Board and will be reviewed on at least a quarterly basis.
8. Governance and public accountability
The governance structure of the Board as described in these Terms of Reference will be made public by Colchester City Council and Essex County Council. The Board will be aligned with the governance standards and all policies of both councils. This includes, but is not limited to, policies around whistle blowing, declarations of conflicts of interests, registration of gifts and hospitality, and complaints, equalities, and diversity.
