Infrastructure Funding statement

Find out how developer contributions are collected and used to support local infrastructure in Colchester.

Planning authorities must publish an Infrastructure Funding Statement (IFS) each year under the Community Infrastructure Levy (CIL) Regulations.

The statement explains how developer contributions are collected and spent.

What developer contributions are

Developer contributions in Colchester include:

  • Section 106 planning obligations
  • Unilateral undertakings

What the IFS includes

Each IFS contains:

  • a CSV register of developer contributions (in the required government format)
  • a report setting out:
  • infrastructure needs
  • estimated costs
  • anticipated funding
  • how the Council intends to use developer contributions

Publication

The IFS is published annually before 31 December.

Each report covers the previous financial year (1 April to 31 March). 

What the Council is responsible for

Colchester City Council uses developer contributions to support:

  • affordable housing
  • community facilities
  • sport, recreation and open space

Education, highways and transport contributions are managed by Essex County Council. Their Infrastructure Funding Statement explains how those funds are used.
