Changes to your circumstances
You must tell us about certain changes to your circumstances within the timeframes set out in the policy. Failure to do so may result in penalty points being added to your licence.
Drivers
Drivers must notify us in writing if there are changes to:
- your personal details, such as your name or address
- your contact details, including email address or phone number
- any new criminal conviction, caution or motoring offence
- the loss of your driver licence or badge
Vehicle proprietors
Vehicle proprietors must notify us in writing if there are changes to:
- your personal details, such as your name or address
- your contact details, including email address or phone number
- any new criminal conviction, caution or motoring offence
- your insurance certificate
- your MOT certificate
- any damage to a licensed vehicle
- any change to the licensed vehicle
Operators
Private hire operators must notify us if there are changes to:
- your personal details, such as name, address or telephone number
- your email address
- company directors or partners
- insurance details
- the surrender of a private hire operator licence
You must report changes within the timeframes set out in the licensing policy .

National Register of Taxi Licence Refusals, Revocations and Suspensions (NR3S)
The National Register of Taxi and Private Hire Licence Refusals, Revocations and Suspensions (NR3S) has been created to improve public safety and confidence in taxi and private hire licensing.
NR3S allows licensing authorities to share information about individuals who have had a taxi or private hire driver licence refused, suspended or revoked.
This helps us assess whether applicants and licence holders are fit and proper to hold a licence.
How we use NR3S
As a licensing authority, we will:
- check new and renewal applications for taxi and private hire driver licences against NR3S
- record decisions to refuse an application for a taxi or private hire driver licence
- record decisions to suspend or revoke a taxi or private hire driver licence
Information recorded on NR3S
- name
- date of birth
- address and contact details
- National Insurance number
- driving licence number
- decision taken
- date of the decision
- date the decision takes effect
The reason for the decision is not recorded on the register. If a match is found, a further request for information must be made.
Information is held on the register for 11 years.
How you will know if you are on the register
Anyone added to NR3S will be notified at the time they are informed of the decision to refuse, suspend or revoke their licence.
For historical records, individuals were notified before their details were added to the register.
Data protection
We process personal data in line with the UK General Data Protection Regulation (UK GDPR).
Colchester City Council is the data controller for information recorded on NR3S. If you wish to make a subject access request, you should contact us directly.
The register is hosted by the National Anti-Fraud Network (NAFN), who act as the data processor.
