Information on planning fees for planning applications and pre-application advice.

Statutory planning application fees are set out on the Planning Portal.

Fees for pre-application advice and Planning Performance Agreements (PPA) are set by the Council and reflect the scale and complexity of your proposals (see below).

Minor applications

Householder

  • Written response only: £171.67 + VAT
  • Written response plus meeting and site visit: £237.50 + VAT
  • Additional meeting by agreement: £134.17 + VAT per hour

Residential – 1 to 4 units

  • Written response only: £516.67 + VAT
  • Site meeting by agreement: £141.67 + VAT

Residential – 5 to 9 units

  • Written response only: £858.33 + VAT
  • Site meeting: additional £141.67 + VAT

Industrial and other development

  • Up to 100 sqm, written response: £325 + VAT
  • Up to 499 sqm, written response: £500 + VAT
  • 499 to 999 sqm, written response: £716.67 + VAT
  • Site meeting: additional £141.67 + VAT

Listed building advice

Prior agreement is required with the Historic Buildings and Areas Officer.

  • Written response and site visit: £516.67 + VAT
  • Site visit only: £141.67 + VAT

Commercial development

  • Up to 100 sqm, written response: £325 + VAT
  • Up to 499 sqm, written response: £500 + VAT
  • 499 to 999 sqm, written response: £716.67 + VAT
  • Site meeting: additional £141.67 + VAT

Major applications

Standard major

10 to 49 units, 1,000 to 1,999 m² floor space, or a site of 1 to 2 hectares.

  • Written response only: £1,287.50 + VAT
  • Initial meeting and written confirmation, 3 hours: £2,008.33 + VAT
  • Specialist advice from Spatial Policy Team: £156 + VAT
  • Subsequent meeting, 3 hours: £1,009.57 + VAT

Fees may vary depending on who needs to attend.

Large major

50 to 99 units, 2,000 to 4,999 m² floor space, or a site of 2 to 3 hectares.

  • Initial meeting and written confirmation, 3 hours: £4,283.33 + VAT
  • Specialist advice from Spatial Policy Team: £156 + VAT
  • Subsequent meeting, 3 hours: £1,695.83 + VAT

Fees may vary depending on who needs to attend.

Super major

100 or more units, 5,000 m² or more floor space, or a site of 3 hectares or more.

  • Initial meeting and written confirmation, 3 hours: £5,141.66 + VAT
  • Specialist advice from Spatial Policy Team: £156 + VAT
  • Subsequent meeting, 3 hours: £1,695.83 + VAT

Planning Performance Agreements

Inception meeting fees are:

  • Super major: £5,570.83 + VAT
  • Large-scale major: £4,454.17 + VAT
  • Standard major: £4,308.33 + VAT

Subsequent meeting fees will be agreed as part of the PPA. They depend on the frequency of liaison, complexity of project management and number of officers involved.

Ad hoc planning advice

  • Planning Manager – first hour: £291.67 + VAT; subsequent hours: £170.83 + VAT
  • Principal Planning Officer – first hour: £245.83 + VAT; subsequent hours: £144.17 + VAT
  • Planning Officer – first hour: £225 + VAT; subsequent hours: £141.67 + VAT
  • Tree Officer – first hour: £220.83 + VAT; subsequent hours: £143.33 + VAT
  • Landscape Planning Officer – first hour: £270.83 + VAT; subsequent hours: £170 + VAT

Confirmation of compliance with planning permission

  • Householder: £126.67 + VAT
  • 1 new dwelling: £187.50 + VAT
  • Each additional dwelling up to 9: £96.67 + VAT

All fees are based on estimated officer time and hourly costs for cost recovery.

If a scheme meets more than one category, the highest applicable fee will apply unless otherwise determined.

Cancellation charges

  • 0 to 5 working days after submitting a request: 25% of the fee
  • 6 to 10 working days after submitting a request: 50% of the fee
  • More than 11 working days after submitting a request: 100% of the fee

External statutory consultees

Your Preliminary Enquiry Report will provide our opinion but may not include feedback from statutory consultees.

Some consultees may charge separately for advice.

Archaeology advice fees

Category A – small developments

Single dwelling, garage, cart lodge, extension or similar small development.

  • Monitoring or watching brief: £341.68 including VAT
  • Evaluation: £433.33 + VAT
  • Excavation: £433.33 + VAT

A programme of archaeological monitoring, or watching brief, is usually required for extensions to existing properties without the need for excavation.

An evaluation and excavation would normally be required for more significant development, such as new dwellings.

Category B – historic buildings

Development of a historic building, including demolition or conversion.

  • Monitoring or watching brief: £410 including VAT

Category C – 2 dwellings or more, less than 1 hectare

  • Monitoring or watching brief: £410 including VAT
  • Evaluation: £433.33 + VAT
  • Excavation: £579.17 + VAT

Category D – development between 1 and 3 hectares

  • Evaluation: £579.17 + VAT
  • Excavation: £812.50 + VAT

Category E – development between 3 and 10 hectares

  • Evaluation: £812.50 + VAT
  • Excavation: £1,220.83 + VAT

Category F – large developments over 10 hectares
