The HRA Business Plan sets out Council’s plans for the delivery of services to tenants and leaseholders over the next 30 years.

The HRA Business Plan sets out Council’s plans for the delivery of services to tenants and leaseholders over the next 30 years and sets out how services will be delivered, properties are well maintained safe places to live and new homes are delivered to meet housing need. 
 
The plan also links to the Councils Housing and Asset Management Strategy and the Housing Needs Assessment as well as contributing to the Councils Strategic Plan. 
 
The HRA Business Plan demonstrates how Colchester City Council with Colchester Borough Homes will maintain our existing homes to ensure that they all meet regulatory requirements and that properties are well maintained and are well insulated and have efficient heating. 
 
This approach will also ensure that the Council will make a contribution towards climate change reduction by meeting the central government target for achieving EPC Band C on all its housing properties by 2030. 
 
The plan includes information on the condition of our homes and the anticipated levels of day to day and longer-term expenditure between 2025 to 2030 and projected expenditure for the life of the plan, which is reviewed on a yearly basis by Cabinet and will also now be updated every six months. 
 
Both the Council and Colchester Borough Homes are also working closely together to increase the numbers of affordable housing to meet current and future housing needs by continuing to build new homes and acquiring properties to increase the housing supply.
