Final chance to comment on Colchester's New Local Plan before independent examination

Residents, businesses and community organisations are being encouraged to take part in the latest consultation on Colchester's proposed new Local Plan before it is submitted for independent examination.
 
The Local Plan is an important document that helps shape how Colchester could grow and develop up to 2043. It sets out where new homes, jobs and infrastructure could be located, alongside policies to protect and enhance the environment, heritage and green spaces.
 
A new stage in the process
The current consultation is on the Submission Draft Local Plan, which has been shaped by several years of evidence gathering, technical studies and public engagement.
 
Earlier feedback from residents, businesses, parish councils and other stakeholders has already been considered and helped shape the latest version of the plan. As a result, changes have been made to proposed development sites, environmental protections and planning policies.
 
This consultation is different from previous stages. Earlier consultations asked people for their views on options and proposals. The Submission Draft Local Plan is now the version that the council intends to submit to a Government-appointed Planning Inspector for examination.

Review the evidence behind the plan
A wide range of evidence has been used to inform the Local Plan. Residents can view studies, reports and assessments covering topics such as housing need, transport, flood risk, the environment, heritage, sustainability, infrastructure and economic growth. These supporting documents can be viewed on the council website.
 
View the plan and submit your comments
Once you've explored the map and reviewed the relevant parts of the plan, you can submit your comments through the online consultation portal.
 
The portal allows you to view the Submission Draft Local Plan, review individual policies and site allocations, and submit comments directly.
 
What sort of feedback are we looking for?
At this stage, people are being asked to review the proposed plan and supporting evidence and tell us whether they think the plan has been prepared correctly, is supported by appropriate evidence and meets national planning requirements.
 
Residents are welcome to comment on specific sites, policies and proposals, but the focus of this consultation is whether the plan is justified, effective and supported by evidence before it is examined by an independent Planning Inspector.
 
Councillor Martin Parsons, Chair of Colchester City Council's Local Plan Committee, said: "Colchester is legally required to identify sufficient sites to meet the government's housebuilding target. This latest consultation focuses on changes to the Local Plan that have been made following feedback received during the previous consultation. It is the version of the plan the council intends to submit for independent examination. I would encourage residents, businesses and community organisations to take this final opportunity to review the proposed plan and supporting evidence. Any comments submitted before the consultation closes at 4pm on 13 October will be considered as part of the examination process."
 
What happens next?
After the consultation closes, all comments received will be submitted alongside the Local Plan to the Secretary of State for independent examination. A Planning Inspector will then review the plan, consider the representations submitted and determine whether any changes are needed before it can be adopted. If you wish to make any points to the Planning Inspector at the Examination, you must submit a representation to this consultation.
 
The consultation is open until 4pm on Tuesday 13 October 2026.
